Understanding the Governance Structure
Kings Moat is a modern housing development where responsibility is shared between public authorities and private organisations. As a result, residents make payments to the following organisations:
- Council Tax to Cheshire West and Chester Council
- Parish Council Precept to Dodleston Parish Council
- Estate Management Charges to RMG
Kings Moat does not have a single organisation responsible for every aspect of the development. Instead, different organisations are responsible for different services, land and facilities.
Cheshire West and Chester Council
The unitary authority is responsible for statutory local government services including:
- planning
- highways (once adopted)
- refuse and recycling
- education
- environmental services
- public health
- housing
- leisure
- adoption of infrastructure where appropriate.
Dodleston Parish Council
Kings Moat forms part of Dodleston Parish - the Parish Council:
- represents local residents
- comments on planning applications
- manages parish finances
- provides grants
- owns or manages community assets outside Kings Moat
RMG (Managing Agent)
RMG manages the private estate on behalf of the estate owner/developer, including:
- landscaped open spaces
- play areas
- private roads and footpaths (until adopted where applicable)
- maintenance contracts
- collection of estate service charges.
Developers
Until construction is complete, developers remain responsible for delivering much of the infrastructure, including:
- new housing
- roads awaiting adoption
- landscaping
- the Local Centre
- remaining community facilities
- defect rectification.
Cheshire Football Association
Cheshire FA manages:
- the Pavilion
- football pitches
- sports bookings
- day-to-day operation of the sports facilities.
In summary, Kings Moat operates under a shared governance model. Local government services are provided by Cheshire West and Chester Council, local representation is provided by Dodleston Parish Council, private estate management is carried out by RMG, the remaining development is delivered by the developers and the Pavilion and sports facilities are managed by Cheshire Football Association.
As the development matures and infrastructure is completed and adopted, responsibilities will gradually transfer from the developers to the relevant public authorities or long-term management organisations.
