Kings Moat is a growing community, and understanding how it is governed can sometimes feel confusing. Different organisations are responsible for different services, facilities and decisions, each with its own role and responsibilities.
Cheshire West and Chester Council
The unitary authority is responsible for statutory local government services. Kings Moat residents are represented on Cheshire West and Chester Council by elected ward councilors. The postcode CH4 falls within the Handbridge Park ward under the Cheshire West and Chester Council local authority. This ward is currently represented by two ward councillors:
- Cllr Razia Daniels (Conservative Party)
- Cllr Matt Carter (Labour Party)
Handbridge Park is a multi-member ward, meaning both councillors share the responsibility of representing local interests, responding to community issues and voting on local council matters.
Council Tax is a local tax paid by the occupier or owner of a residential property to help fund local government services. Council Tax is based on the valuation band of each residential property, and is based on the estimated market value of the property on a past date.
Dodleston Parish Council
Parish Councils are the first tier of local government and Kings Moat sits within the boundary of Dodleston Parish.
Kings Moat residents pay a Parish Council precept as part of their Council Tax. This amount is set annually by Dodleston Parish Council to fund local services, facilities and community responsibilities.
Parish Councils are responsible for representing local residents and managing parish finances. Responsibilities of a Parish Council can also include community facilities, public open spaces, small grants, local projects and commenting on planning applications.
Parish Councils cannot provide major services such as highways, education, waste collection or social care which remain the responsibility of Cheshire West and Chester Council.
RMG
The Management Company specifically created for Kings Moat Garden Village is known as: Wrexham Road Garden Village Management Company Limited (WRGVMC)
The Managing Agent appointed to carry out the day‑to‑day estate management on behalf of WRGVMC is The Resident Management Group aka RMG
Estate management charges are paid by homeowners to RMG as they are a contractual cost of owning a home at Kings Moat. Estate management charges fund the maintenance of privately managed communal areas and are in addition to Council Tax payments.
Redrow and Taylor Wimpey manage the estate during the build and developement phases.
Once areas of the estate are completed, responsibility for ongoing maintenance are handed over to RMG and include:
- landscaped open spaces
- play areas
- private roads and footpaths (until adopted, where applicable)
- maintenance and service contracts
- collection and administration of estate service charges
