Governance Structure of Kings Moat

Kings Moat is a modern housing development where responsibility is shared between public authorities and private organisations. As a result, residents make payments to the following organisations:

Council Tax to Cheshire West and Chester Council
Parish Council Precept to Dodleston Parish Council
Estate Management Charges to RMG

Kings Moat is a growing community, and understanding how it is governed can sometimes feel confusing. Different organisations are responsible for different services, facilities and decisions, each with its own role and responsibilities.

Cheshire West and Chester Council

The unitary authority is responsible for statutory local government services. Kings Moat residents are represented on Cheshire West and Chester Council by elected ward councilors. The postcode CH4 falls within the Handbridge Park ward under the Cheshire West and Chester Council local authority. This ward is currently represented by two ward councillors:

Handbridge Park is a multi-member ward, meaning both councillors share the responsibility of representing local interests, responding to community issues and voting on local council matters.

Dodleston Parish Council

Kings Moat is currently part of Dodleston Parish and the development is expected to become one of the largest residential communities in the area. The Parish Council is responsible for:

Represent local residents
Manage parish finances
Provide grants

As Kings Moat has grown, so has the number of households within Dodleston Parish, bringing significant changes to the Parish Council's finances. The overall picture show three distinct phases:

2019–2021: relatively modest reserves and stable finances.
2022–2025: a period of exceptionally large cash accumulation driven primarily by substantial other receipts.
2025–2026: reserves reduced by around 30%, suggesting that accumulated funds began to be spent on projects or capital works.

As of 31 March 2025, Dodleston Parish Council held £297,487 of unspent Community Infrastructure Levy. This is one of the largest CIL balances held by a parish council within Cheshire West and Chester. CIL receipts by Dodleston Parish Council have increased substantially as Kings Moat has expanded.

RMG

Wrexham Road Garden Village Management Company Limited (WRGVMC) is the management company established for Kings Moat Garden Village.

RMG is the Managing Agent appointed to provide day-to-day estate management services on behalf of the Management Company.

RMG - Managing Agent maintains and manages the estate on behalf of the estate owner/developer, including:

landscaped open spaces
play areas
private roads and footpaths (until adopted where applicable)
maintenance contracts
collection of estate service charges

Estate management charges are a contractual cost of owning a home at Kings Moat. They fund the maintenance of privately managed communal areas and are separate from Council Tax.

Developers manage the estate before handing responsibility over to RMG the private Management Company.
